Download a deposit statement

Requires accounts:read. Downloads the bank-generated PDF for a statement belonging to this deposit account. Unknown statement IDs, charge-account statements, and bank PDFs that are not yet available return 404. Send Accept: */* (or omit the header); a successful response is application/pdf and errors can be JSON. An explicit Accept: application/pdf currently fails content negotiation with 406, including in clients that choose that header automatically.
